To tern Your pc into website do the following steps :
1) Install a software that make your pc behave like a web server ,There are many tools that can make that for you ,I recommend "www files share" that will easily turn your PC into http server ,Then you can share your files with other people .
2) It's recommended to install a Static DNS tool,That will give you the option to make a static address/url to your pc and then to your site folder .
3) Build your site and save it to any folder in your PC .
4) share the folder of your site ,That will be done by choosing that folder as the root directory in the tool u've installed in step 1.
5) sometimes you need to open/forward some ports in your router if you have one .
